Who is rue and has the rue event happened before?

Rue is the main character of the “Rue the Red” side story. This card is from the “SkiFree” quest line in the Winter Wonderland stage. This side story has happened before, but it will not be re-released until after the “Welcome to Succubus Cafe” side story will be re-released.
